1. Heat oven to 400°F and line a cookie sheet with foil. Soak toothpicks in small bowl of warm water to prevent burning.
2. In a small bowl, combine cream cheese. cheddar cheese and chives. Spoon mixture evenly into jalapeno halves.
3. Wrap 1 1/2 slice of bacon around each stuffed pepper; secure with soaked toothpick. Place on cookie sheet.
4. Bake 25 minutes or until bacon is crispy and chiles are tender. Serve warm.
